Qualifications

Mr. Tamer Adel received his LL.B. from Ain Shams University, Egypt in 1993. Mr. Tamer holds two Masters degrees, one in International Relations/Negotiation (MA) from the University of Essex, the United Kingdom, and the other in International/European Business Law (LLM) from University of Nijmegen, the Netherlands. Additionally, he has a Bachelor’s in Political Science received from the Police College in 1993.

Tamer built his main academic background in Egypt where he graduated in Law and in Police Science and later obtained a Master of Business Law from the Netherlands and a Master of International Relations and Negotiations from the United Kingdom. He is also a member of the Egyptian Bar Association

Biography

Tamer is a Partner in Hegazy and Partners law firm. Tamer joined Hegazy and Partners’ outstanding team to establish the first Corporate Compliance, Anti-Corruption Group in Egypt.

Tamer’s practice emphasizes white collar matters, internal corporate investigations, Trade Compliance/Sanctions and compliance counseling. He regularly represents clients in FCPA, UKBA and corruption-related internal investigations, designing and implementing compliance programs, transactional anti-corruption diligence and responding to and defending against government investigations.

Tamer’s practice also includes advising on Oil and Gas contract negotiation, commitments and conclusion, full range of supply chain contracts, International petroleum tendering regimes, cross-border transactions, commercial disputes, company’s corporate governance structure and policies, board and committee function and process and related topics.

Prior to joining Hegazy, Tamer had more than 15 years’ in-house experience as a senior legal and compliance counsel. Tamer’s experience spans across the US, Europe, Africa and the Middle East.

Tamer is a frequent speaker on various issues related to anti-corruption, corporate compliance, money laundering and white-collar crime programs and conferences. He also taught corporate compliance as a visiting instructor at Schlumberger Middle East Learning Center in Abu Dhabi and provided various legal and compliance training across the globe.

Representative Experience

Tamer’s experience includes the flowing advice:

  • Schlumberger on Global Master Agreements with Oil Majors and supply chain contracts;
  • Jabil on implementation of UK bribery Act, data privacy policy and the transfer of personnel data outside the EU including the validation of sites Certificates;
  • Egyptian Ministry of Petroleum in connection with heavy oil tendering regime, concessions obligations and commitments including outstanding financial commitments;
  • Kuwaiti Ministry of Petroleum in connection with drafting petroleum regulations covering all aspects of upstream and downstream petroleum activities;
  • Kuwaiti Ministry of Petroleum on implementing industry best practices to attract the level of international Oil and Gas investment they seek;
  • Libya’s National Oil Company on optimizing upstream contract design;
  • Schlumberger on Trade Control Compliance and Sanction management of Iran, Syria and Sudan;
  • Schlumberger on drafting specific Area/region and global policies including Schlumberger global Anti-Corruption policy, Mergers and Acquisition – Competition compliance check list, and Agents and Business Partner Standards;
  • Schlumberger in connection with anti-corruption risk assessment and the design and implementation of an anti-corruption compliance program and training;
  • Jabil Inc in connection with an anti-corruption risk assessment, internal investigations and the roll-out, design and implementation of a global anti-corruption compliance program and training;
  • BG advice on storage and transport vessels Agreements;
  • BG on setting-up BG office in Algeria in support of Joint Operating Agreement with Statoil and Gulf keystone;
  • Acting Director of Compliance for a multinational company based in the UK setting the compliance department and program;
  • A publicly listed company as an independent investigator investigating allegations of violations of company’s Code of Conduct including drafting final reports and communicating recommendations;
  • Overland on contract drafting and negotiation with the Egyptian military on the exploitation and farming of Nile Crocodiles in Lake Nasser, Aswan;
  • Numerous companies in connection with third-party and transactional diligence in Africa, Asia, Europe, and the Middle East.
