New Labor Law Draft Discussions in Parliament

Egypt’s House of Representatives recently referred a new draft labor law to a joint parliamentary committee comprising the Labor Force Committee, the Constitutional and Legislative Affairs Committee, and the Planning and Budget Committee. This draft aims to replace the previous bill submitted in 2022.

Key Objectives of the Draft Law:

·        Modernize labor regulations in line with international standards and constitutional principles.

·        Enhance labor protections and ensure balance between employer and employee rights.

·        Promote equality and prohibit discrimination in the workplace.

·        Encourage investment and industrial development through improved labor-market efficiency.

Next Steps:

The joint committee has convened over a dozen sessions with government representatives and stakeholders. A final report is expected to be submitted to the full House for deliberation and voting.

Implications for Employers:

The current Labor Law no. 12/2003 and its executive regulations will remain in effect until the new labor law is ratified and enters into force. If the new labor law enters into force, it is likely that employers will have a grace period during which to amend employment agreements to ensure that employees’ rights and obligations comply with the new legislation.

عقدت اللجنة المشتركة أكثر من أربعة عشر اجتماعًا لمناقشة المشروع بمشاركة ممثلي الحكومة والمعنيين. من المنتظر رفع التقرير النهائي إلى الجلسة العامة لمجلس النواب للمناقشة والتصويت
